understanding of surface camera, soft/hard limits etc

I've been trying to set a surface camera with a pitch of -20 that will basically act like the camera in Ciudad del Saber app. But, no matter what I'm doing it is like the camera starts at a top of an imaginary cone where it cannot move to any side, and only when zooming in it has more space to move to the sides until it bumps the borders of the cone.
I have a guess of how the imaginary cone of the surface camera looks like, please see the attached diagram. is it correct?
As you already mentioned, the solution is in the soft/hard limits but I have 0 understanding of what and how the controllers in the engine really affect the camera.
Can you please explain with a diagram what is hard/soft/U/V/Min/Max are and what the values (-1 to +1) really mean?
